Speaking at the 2015 Paris COP-21 climate conference, then-Secretary of State John Kerry admitted that even if the industrial nations all reduced their carbon dioxide emissions to zero, it wouldn't be enough to accomplish anything. This is because 65 percent of such emissions come from developing countries.
